Do I need to connect my iPad to the internet to set it up?

Yes, during the startup process the iPad MUST connect to the internet.  This can be done either via Wi-Fi or through a cable connected to a an internet-connected PC running iTunes.

The reason this is necessary is when an iPad is first started it has to check in with Apple one time to make sure that it isn’t supposed to be managed.
